{"id":52175,"date":"2021-05-25T11:16:26","date_gmt":"2021-05-25T09:16:26","guid":{"rendered":"https:\/\/www.krik.rs\/?p=52175"},"modified":"2024-04-15T11:18:40","modified_gmt":"2024-04-15T09:18:40","slug":"lukashenko-doles-out-prime-belarus-real-estate-to-serbian-cronies","status":"publish","type":"post","link":"https:\/\/www.krik.rs\/en\/lukashenko-doles-out-prime-belarus-real-estate-to-serbian-cronies\/","title":{"rendered":"Lukashenko Doles Out Prime Belarus Real Estate to Serbian Cronies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Belarus has given away about $1 billion worth of land to construction companies owned by Serbia&#8217;s well-connected Kari\u0107 family.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Authors:  Stas Ivashkevich (Belarusian Investigative Center), Olga Ratmirova (Belarusian Investigative Center), Ales Yarashevich (Belarusian Investigative Center), and Bojana Jovanovic (KRIK)<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the Minsk City Council announced the winner of an architectural competition in 2008, the plan for the futuristic project was ambitious. Glass towers twisted like corkscrews, enveloping a 300-meter-high skyscraper, while Venice-style gondolas cruised a canal between residential blocks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Christened the Minsk Lighthouse, the winning design promised administrative and cultural buildings, as well as a \u201cgreen zone\u201d and Europe\u2019s largest water park. But all there is to show for the visionary project today are high-rise cinderblock apartment buildings that blend in with much of the Belarusian capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The winner of the competition, Zomex Investment, was owned by a family of Serbian businessmen with close ties to Belarus\u2019 strongman president, Alexander Lukashenko. Zomex received huge tax breaks and state resources to support the construction, and was granted free land in the center of the city\u00a0<a href=\"https:\/\/pravo.by\/document\/?guid=2012&amp;oldDoc=2009-275\/2009-275(004-006).pdf&amp;oldDocPage=1\" target=\"_blank\" rel=\"noreferrer noopener\">through a presidential decree<\/a>.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1.jpg\"><img fetchpriority=\"high\" decoding=\"async\" width=\"543\" height=\"722\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1.jpg\" alt=\"\" class=\"wp-image-37436\" style=\"width:275px;height:auto\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1.jpg 543w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1-226x300.jpg 226w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1-110x146.jpg 110w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1-38x50.jpg 38w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/Bogoljub-Karic-foto-FB-1-56x75.jpg 56w\" sizes=\"(max-width: 543px) 100vw, 543px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Bogoljub Kari\u0107<\/em>  Credit: Facebook<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Multiple projects by Zomex and two affiliated companies \u2014 Dana Astra and Belinte Robe \u2014 have followed the same pattern: big promises and generous government support for ambitious plans that never materialize. Despite the companies\u2019 repeated failures to deliver on commissioned projects, they keep getting contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When reporters analyzed land registry records, they found that Zomex (which recently changed its name to Emirates Blue Sky), Dana Astra, and Belinte Robes currently have at least 11 construction projects around Minsk. The three companies are the largest developers in the city, and have together been given over 400 hectares of land, valued at about US$1 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reporters also discovered that the owner of those companies performed a secretive corporate maneuver that allowed him to continue profiting from sweetheart deals with Lukashenko\u2019s administration, while dodging sanctions imposed by the European Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until late last year, all three firms were owned by Dana Holdings. That company is registered in Cyprus and until recently was owned by Nebojsa Kari\u0107, a member of a wealthy and influential Serbian family that has extensive business interests in Belarus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2020, the European Union blacklisted Dana Holdings for \u201c<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/HTML\/?uri=OJ:L:2020:426I:FULL&amp;from=EN\" target=\"_blank\" rel=\"noreferrer noopener\">benefitting from and supporting<\/a>\u201d the Lukashenko regime, which has drawn international ire for brutal crackdowns on peaceful protesters rejecting a rigged vote and demanding fair elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Kari\u0107 family may have anticipated the EU\u2019s move. Just days before the sanctions were announced, Dana Holdings was removed as the owner of the three property development firms and replaced by a company registered in the United Arab Emirates called Enterprise Developments Holding Limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The director and owner of Enterprise Developments is Mostafa el-Tobgy, according to company registration documents obtained by reporters. In 2013, a&nbsp;<a href=\"http:\/\/web.archive.org\/web\/20130925051755\/https:\/\/news.tut.by\/society\/367439.html\" target=\"_blank\" rel=\"noreferrer noopener\">Dana Holdings advertisement<\/a>&nbsp;on the popular Belarussan news site TUT.by identified a man named Mustafa Al Tobgy as an executive director of Dana Holdings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technically no longer owned by Dana Holdings, the Kari\u0107 companies are now able to skirt EU sanctions and continue to cash in on their connections to Lukashenko.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about this change in ownership, Vibor Muli\u0107, chairman of the board of Dana Holdings, replied: \u201cAll the decisions prior to the sanctions such as changes in ownership were purely for business reasons and were made much earlier.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He declined to comment on the sanctions levied on Dana Holdings, noting that the company was in the midst of a legal appeal against the decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He denied the Kari\u0107s had a privileged relationship with Lukashenko.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is only a relationship between Dana Astra and the National Olympic Committee,\u201d Mulic said, referring to the firm\u2019s sponsorship of Belarus\u2019 Olympic committee, whose vice president is Lukashenko\u2019s son.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>From Communism to Kleptocracy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For over a decade Belarus has been encouraged by international institutions like the World Bank to move away from the state-run economy enshrined during Soviet times. But instead of a market economy, what has emerged is a system of crony capitalism that benefits well-connected private firms. Top public officials, or their proxies, are granted privileged access to entire industries, and move wealth out of the country using offshore companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Construction has become one of the most lucrative businesses in Belarus. In 2011, more than half of residential real estate projects in Minsk were still controlled by state-owned corporations. By 2020 private companies were building 90 percent of new projects in the Belarusian capital, according to Minsk-based real estate expert Natalya Litovskaya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the benefits of this boom have accrued to just three companies: Zomex Investment, Dana Astra, and Belinte Robe. Their owners, the Kari\u0107 brothers, have reaped the rewards of their relationship with Lukashenko, who has ruled Belarus since 1994, and is no longer recognized by the EU as the country\u2019s legitimate president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Serbia\u2019s Kari\u0107 family forged ties with Lukashenko after political rivals in their home country began investigating their businesses in the mid-2000s. A year later, Dragomir was appointed to lead the construction of a large development in the Belarusian capital called Minsk City. The project was later taken over by Kari\u0107\u2019s company, Dana Astra.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president\u2019s daughter-in-law, Lilia Lukashenko, was listed in company documents in 2017 as one of the deputy directors of Dana Astra, though a spokesman for the Kari\u0107s said she no longer works there. (She did not respond to a request for comment.) Dana Astra has also enjoyed free advertising in state media, including television news programs that highlighted apartment sales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political connections the Kari\u0107s enjoy in Belarus have been hugely lucrative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zomex\u2019s net profit for 2019 was more than $35 million, with a profit margin of 61 percent, much higher than the industry average. Earnings for 2020 show an even higher profit margin of 67.5 percent, and about $22 million earned. According to its arrangement with the government, Zomex pays no taxes on its earnings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite all the advantages it enjoys as one of the regime\u2019s favorite developers \u2013\u2013 or maybe because of them \u2013\u2013 Zomex has consistently failed to deliver on its proposals. Photo Credits:\u00a0Before\u00a0Zomex, Belsat\u00a0After\u00a0Zomex, Belsat<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014, the government gave Dana Astra land&nbsp;<a href=\"https:\/\/pravo.by\/upload\/docs\/op\/P31400456_1411592400.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">through a presidential decree<\/a>&nbsp;to develop \u201cMinsk World,\u201d another commercial and residential area \u2013\u2013 the biggest land giveaway to any company in Belarus. The firm received some 300 hectares, worth around $800 million, as well as unprecedented tax breaks, and the use of the city\u2019s resources for the project\u2019s infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The justification for such preferential terms cited the developer\u2019s ambitious promise:&nbsp;<a href=\"https:\/\/www.belta.by\/society\/view\/v-minske-nachalis-osnovnye-raboty-na-stroitelnoj-ploschadke-mezhdunarodnogo-finansovogo-tsentra-386726-2020\/\" target=\"_blank\" rel=\"noreferrer noopener\">the construction of an International Financial Center<\/a>&nbsp;that would attract foreign investors to Belarus. Between 2016 and 2018, Dana Astra, the developer of Minsk World, issued residential bonds on eight occasions, raising a total of around $20 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emirates Blue Sky (previously Zomex) also issued bonds that used commercial real estate as collateral. A sizable portion of these were&nbsp;<a href=\"https:\/\/officelife.media\/news\/16532-karichi-intend-to-borrow-from-bps-sberbank-more-money-than-the-bgb\/\" target=\"_blank\" rel=\"noreferrer noopener\">purchased by BPS-Sberbank<\/a>, a Belarusian subsidiary of the Russian state-owned financial giant Sberbank. As of 2020, the bank had bought registered bonds from Emirates Blue Sky worth $140 million \u2014 nearly half the company\u2019s assets. Belgazprombank, another Russian-owned bank, has&nbsp;<a href=\"https:\/\/officelife.media\/news\/14213-brothers-karichi-will-take-belgazprombank-tens-of-millions-of-euros-via-bonds\/?sphrase_id=1969725\" target=\"_blank\" rel=\"noreferrer noopener\">lent Emirates Blue Sky over $55 million<\/a>&nbsp;through bond purchases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dana Holdings companies also landed smaller, yet no less lucrative, projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zomex received another plot of land to build residential housing at Park Chaluskincau, a largely forested tract of about 78 hectares near the center of Minsk. The nearly 26-hectare parcel is worth about $80 million, according to figures compiled by journalists from the land registry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dana Astra received land to build 14 smaller residential blocks. One closed community of luxury villas featured&nbsp;<a href=\"https:\/\/news.tut.by\/society\/673635.html\" target=\"_blank\" rel=\"noreferrer noopener\">a gold-plated statue of Sreten, one of the Kari\u0107 brothers<\/a>, who died in 2017. (It was taken down after residents protested.) The company also constructed two shopping malls, where it leases spaces to businesses, including&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/14lfl4V01_2oxm8PGJyAr_ahmWdrvJm9G\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">an art gallery run by Lilia Lukashenko<\/a>, the Belarusian president\u2019s daughter-in-law.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"556\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat.jpg\" alt=\"\" class=\"wp-image-37439\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat.jpg 1000w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-300x167.jpg 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-768x427.jpg 768w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-260x146.jpg 260w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-50x28.jpg 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-576x320.jpg 576w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/05\/ArtChaos-Belsat-135x75.jpg 135w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/a><figcaption class=\"wp-element-caption\">Art Chaos, an art gallery in Dana Mall run by Lilia Lukashenko, the wife of President Lukashenko\u2019s son Viktor.  Credit:\u00a0<a href=\"https:\/\/www.sb.by\/articles\/vzglyad-iz-serbii-v-galeree-salone-artkhaos-otkrylas-unikalnaya-vystavka-khudozhnikov-iz-bratskoy-st.html\">sb.by<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While Dana Astra said Lilia Lukashenko no longer works for the company, she is still listed as director of Art Chaos, a gallery located in Dana Mall. Art Chaos is owned by Danlance Holdings, a Cyprus company previously owned by Dana Holdings and now listed as an affiliate in their financial documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paintings produced by local artists, and purchased through Art Chaos, grace the walls of condos sold by the Kari\u0107 brothers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lilia Lukashenko declined to speak to reporters when they visited the gallery in April. She was busy showing art to a small group of guests, alongside Bogoljub Kari\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Serbian Chronicles<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The success that members of the Kari\u0107 family have enjoyed in Belarus appears to have been modelled on their playbook from Serbia, where they cultivated close ties with the ruling regime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The family had profited handsomely under Milo\u0161evi\u0107, the Serbian leader who was president of Yugoslavia, and oversaw the violent break-up of the former country. But in 2000, Milo\u0161evi\u0107 was brought to trial in The Hague for war crimes, and members of his government were hit with sanctions. Five members of the Kari\u0107 family were also placed on the EU and U.S. travel ban lists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new Serbian government drafted a new law to collect taxes on \u201cextra profits\u201d from the small group of companies and individuals who enjoyed special advantages during the previous regime. At the top of the list was the Kari\u0107 family, which ended up paying 35 million euros in taxes on its \u201cextra profits\u201d in 2004, after the law was passed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same year, Bogoljub Kari\u0107 unsuccessfully ran for president representing a party he founded called the Strength of Serbia Movement, which holds a center-right, pro-business platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2006, prosecutors launched investigations into the family\u2019s businesses. Sreten and Bogoljub Kari\u0107 fled the country, escaping arrest warrants on charges of tax evasion, mismanagement of millions of dollars, and money laundering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Details of the allegations against Kari\u0107 family members were found in documents from three investigations obtained by reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The brothers, Bogoljub, Sreten, Dragomir, and Zoran Kari\u0107, as well as their sister, Olivera Nedeljkovi\u0107, were suspected of illegally transferring money from Mobtel, a telecom company they co-owned with the state, to their own private firms. Prosecutors alleged that the siblings managed to move more than 60 million euros out of Mobtel through various forms of fraud, including fictitious contracts and invoices, and spent millions more on personal expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(The Dana Holdings chairman said the investigations were \u201crevenge\u201d by the prime minister at the time for Bogoljub Kari\u0107\u2019s support of a different political candidate.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Serbian authorities issued international warrants for Bogoljub and Sreten Kari\u0107, who bought time in Russia and Belarus, waiting for the political climate to change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political winds turned in their favor when Milo\u0161evi\u0107\u2019s allies returned to power in the 2012 elections. Bogoljub Karic\u2019s Strength of Serbia Movement was now part of the new coalition government. While Bogoljub was still on the run from Serbian authorities at the time, his wife, Milanka, and brother, Dragomir, were both elected to the parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cases against Bogoljub and Sreten Kari\u0107 remained open for a time, despite their new politically powerful allies. In 2013, Serbia\u2019s president at the time, Tomislav Nikoli\u0107, even laid the symbolic cornerstone for the Minsk Lighthouse project during a state visit to Belarus. Two years later, according to Belarusian media, Nikoli\u0107 met with Bogoljub Kari\u0107 in Minsk and, together with President Lukashenko, laid the cornerstone in the foundation of Minsk World.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nikoli\u0107 said that he also met with Bogoljub Kari\u0107 in Russia in 2016, where he told the businessman that he could not influence the judiciary in his favor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, all three cases against the Kari\u0107 brothers were closed later that year. A court suspended proceedings in one case, citing an expired statute of limitations, while prosecutors claimed a loss of evidence in one investigation, and the submission of exculpatory evidence in another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2016, a decade after they had fled their country, Sreten and Bogoljub triumphantly returned to Belgrade from Minsk on a private jet. During their self-imposed exile, they had forged a lucrative relationship with the Belarusian president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, when Lukashenko made an official visit to Serbia, he was accompanied by Dragomir Kari\u0107, who serves as a member of parliament as well as Belarus\u2019 honorary consul in Belgrade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a press conference following his meeting with Serbian President Aleksandar Vu\u010di\u0107, Lukashenko recalled welcoming the Kari\u0107 brothers to Belarus after they fled charges in their homeland, and he praised the success of Dana Astra.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is one of the most successful and one of the richest companies on the planet, which is creating miracles in construction,\u201d Lukashenko said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Correction: This story initially misidentified the type of bonds purchased by BPS-Sberbank.
