The visit ended in a night of chaos and bloodshed on March 31, 2020, that killed them both and left lingering suspicions about why Stanimirovi\u0107 had visited Rivera in the first place.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Authors: <\/em><\/strong> <strong><em>Bojana Jovanovi\u0107 (KRIK) and Dragana Pe\u0107o (KRIK\/OCCRP)<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Colombia\u2019s borders closed down during the COVID-19 pandemic, Serbian Dejan Stanimirovi\u0107 became an unexpected houseguest of Jose Vicente Rivera Mendoza, an alleged drug boss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The visit ended in a night of chaos and bloodshed on March 31, 2020, that killed them both and left lingering suspicions about why Stanimirovi\u0107 had visited Rivera in the first place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, KRIK has uncovered information that raises new questions about Stanimirovi\u0107\u2019s connections not only to Colombian drug dealers, but to a key member of the Serbian president\u2019s inner circle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It turns out that Stanimirovi\u0107 was a member of a Balkan drug trafficking gang, according to a European police official who spoke with KRIK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was also the co-owner of a telecommunications company along with Nikola Petrovi\u0107, a powerful Serbian businessman and the so-called&nbsp;\u201cbest man\u201d&nbsp;of President Aleksandar Vu\u010di\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 belongs to a small circle of people trusted by the president, making him one of the most powerful people in Serbia. The discovery of the corporate partnership between Petrovi\u0107 and Stanimirovi\u0107, which lasted from 2004 to 2010, is significant in this context, especially since journalists have previously uncovered other ties between Petrovi\u0107 and figures linked to organized crime.<\/p>\n\n\n\n<div class=\"antrfile\" id=\"antrfile\" style=\"padding:20px; margin-left: 10px; margin-top: 10px; margin-bottom: 10px; float: right; background-color: #d3d3d3; width: 50%; font-size: 80%;\">\n<strong>\nThe Serbian State and Organized Crime\n<\/strong><br>\n<br>\nState ties to organized crime have been a serious problem in Serbia for the past three decades, impeding the country\u2019s development and democratization and eroding the public\u2019s trust, said Bojan Elek, deputy director of the Belgrade Center for Security Policy.\n<br>\n<br>\n\u201cThese links corrupt the governance system [and] undermine law enforcement efforts to fight organized crime,\u201d he added.\n<br>\n<br>\nThe Vu\u010di\u0107 administration\u2019s links to crime figures have been well-documented by OCCRP\u2019s Serbian member center, KRIK, over the years. They include:\n<br>\n<br>\nZlatibor Lon\u010dar served as Serbia\u2019s health minister for eight years. He had previously been associated with the Zemun crime group. Lon\u010dar was accused by two former members of the Zemun group of helping plot the murder of a member of a rival gang. The former gang members, who had turned state\u2019s witness, also accused him of having been given an apartment in Belgrade 10 days after the killing occurred. Lon\u010dar was also photographed visiting the headquarters of Zemun.\n<br>\n<br>\nKRIK obtained photos of Vu\u010di\u0107\u2019s brother, Andrej, meeting with notorious underworld figure Zvonko Veselinovi\u0107. Police and intelligence reports describe Veselinovi\u0107 as a criminal involved in loan sharking, money laundering, and drug and oil smuggling, although he has been acquitted of every crime he has ever been charged with.\nA member of a football \u201chooligan\u201d gang called the Janissaries provided security for Vu\u010di\u0107\u2019s 2017 inauguration, where he assaulted protesters and journalists. The group later changed its name to \u201cPrinciples\u201d and was charged with seven brutal murders. It had ties to high-level members of Vu\u010di\u0107\u2019s government, and his son, Danilo, was photographed with a powerful gang member.\n<br>\n<br>\nIvica Da\u010di\u0107, currently Serbia\u2019s minister of foreign affairs, and his close associates had various meetings with the drug gang boss Rodoljub Radulovi\u0107 in 2008 and 2009, when Da\u010di\u0107 was minister of police and Radulovi\u0107 was arranging large shipments of drugs to Europe from South America. Even though videos of these meetings were published by KRIK and OCCRP in 2015, Da\u010di\u0107 went on to hold several positions in Vu\u010di\u0107\u2019s government.\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 told OCCRP that he and Stanimirovi\u0107 had ended their business relationship in 2007, and he had not seen him since then.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe gentleman you mention [Stanimirovi\u0107] was the world champion in karate at the time when we worked together in business,\u201d Petrovi\u0107 said in a written response to questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI really don\u2019t know what happened to him after that, because I haven\u2019t seen him since 2007 (16 years). I did not receive any information about his activities, and I did not even know that, as you say, he had been killed.\u201d<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1.jpg\"><img fetchpriority=\"high\" decoding=\"async\" width=\"286\" height=\"530\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1.jpg\" alt=\"\" class=\"wp-image-47754\" style=\"width:233px;height:auto\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1.jpg 286w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1-162x300.jpg 162w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1-79x146.jpg 79w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1-27x50.jpg 27w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-1-40x75.jpg 40w\" sizes=\"(max-width: 286px) 100vw, 286px\" \/><\/a><figcaption class=\"wp-element-caption\">Dejan Stanimirovi\u0107. Credit:&nbsp;Police report<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">It is not known if Stanimirovi\u0107 was involved in organized crime during the period he and Petrovi\u0107 were in business together, and he left no criminal record in Serbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Stanimirovi\u0107 was known to Europol since at least 2018 as \u201ca person involved in drug trafficking in Portugal, Serbia, Croatia and Germany,\u201d an official from the European police agency told KRIK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe belongs to a drug clan of Balkan origin that imports large quantities of drugs into Europe,\u201d said the official on condition of anonymity, as he was not authorized to speak to the media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The allegation may help explain why Stanimirovi\u0107 was shot in the home of Rivera, the alleged drug dealer and former head of a Colombian paramilitary group who was also known as \u201cSoldado,\u201d or \u201cSoldier.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The year after his death, Colombian authorities confiscated Rivera\u2019s properties, worth more than 4.4 million euros, saying they had likely been purchased with drug money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colombian investigators who&nbsp;<a href=\"https:\/\/balkaninsight.com\/2020\/10\/22\/marcos-and-soldado-colombian-shootout-sheds-light-on-balkan-drug-ties\/\" target=\"_blank\" rel=\"noreferrer noopener\">spoke with Balkan Insight in 2020<\/a>&nbsp;said Stanimirovi\u0107 had visited Colombia before, and suggested that the purpose had been to arrange drug shipments. \u201cHe wasn\u2019t here doing ecotourism,\u201d one police officer&nbsp;<a href=\"https:\/\/balkaninsight.com\/2020\/10\/22\/marcos-and-soldado-colombian-shootout-sheds-light-on-balkan-drug-ties\/\" target=\"_blank\" rel=\"noreferrer noopener\">told the publication<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Internal prosecutorial documents about the incident seen by OCCRP say that after a night of heavy drinking at Rivera\u2019s house in the town of Gaumal, several hours south of Bogot\u00e1, a dispute broke out and both men ended up shot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stanimirovi\u0107 was found in the street outside the house with a bullet in his face and transferred to a local hospital, where he later died.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colombian police are investigating Rivera\u2019s stepson, Nicolas Roberto Mosquera Ariza, as a suspect in Stanimirovi\u0107\u2019s murder, but have not yet decided whether to charge him with a crime, prosecutors told OCCRP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But long before his final ill-fated trip to Colombia, Stanimirovi\u0107 was a partner in a company with Petrovi\u0107, who is Vu\u010di\u0107\u2019s&nbsp;<em>kum<\/em>, a Serbian term that can be translated as \u201cbest man,\u201d but conveys a meaning similar to \u201cblood brother.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The firm, Bel Mobile, was registered as a telecommunications company. Media reports from the period when it operated described it as an internet provider that would enable people living in rural areas to access the internet through telephone landlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 signed a contract in 2004 to buy a majority share in Bel Mobile \u2014 which Stanimirovi\u0107 already owned a stake in \u2014 and officially registered the change in Serbia\u2019s business registry the following year. They ran Bel Mobile together until it went bankrupt in 2010 and was dissolved, although the company\u2019s bank accounts were frozen in 2007 due to an inability to pay its debts. It left few records of business activity, having filed financial reports in only 2003 and 2004. They showed that Bel Mobile was profitable in 2002, operated at a loss in 2003, and made almost no profit the following year.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3.jpg\"><img decoding=\"async\" width=\"612\" height=\"338\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3.jpg\" alt=\"\" class=\"wp-image-47770\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3.jpg 612w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3-300x166.jpg 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3-260x144.jpg 260w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3-50x28.jpg 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2023\/04\/foto-3-136x75.jpg 136w\" sizes=\"(max-width: 612px) 100vw, 612px\" \/><\/a><figcaption class=\"wp-element-caption\">Serbia\u2019s president, Aleksandar Vu\u010di\u0107 (left), with Nikola Petrovi\u0107 (right). Credit:&nbsp;EMS.rs <\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Despite this apparent business failure, Petrovi\u0107 would find success starting a couple years later, as his close friend Vu\u010di\u0107 rose to power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 was appointed head of the public electricity transmission company Elektromre\u017ea Srbije in 2012 when Vu\u010di\u0107 was a powerful first deputy prime minister.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 left the post at the end of 2016 and became a private businessman, but he continues to benefit from his relationship to the government. His investments in the renewable energy sector receive more than 2 million euros in state subsidies each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Petrovi\u0107 has also set up at least two offshore companies. The&nbsp;<a href=\"https:\/\/www.occrp.org\/en\/the-pandora-papers\/\">Pandora Papers<\/a>&nbsp;\u2013\u2013 a leak of information from 14 corporate service providers \u2013\u2013 revealed a British Virgin Islands firm with a secret bank account. He founded the company in 2016 when he was still a public official, but he failed to declare it to Serbia\u2019s anti-corruption agency, as required by law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luxembourg corporate data, compiled as part of OCCRP\u2019s OpenLux project, showed that&nbsp;<a href=\"https:\/\/www.occrp.org\/en\/openlux\/serbian-presidents-best-man-linked-to-businessman-with-organized-crime-ties\">Petrovi\u0107 incorporated a company in that country in 2019<\/a>. He used the firm to buy an aviation company from&nbsp;Stanko Suboti\u0107&nbsp;, a controversial Serbian businessman with ties to organized crime. In 2018, the Balkan Insight Reporting Network also published images of Petrovi\u0107 embracing Zvonko Veselinovi\u0107, an influential Serbian organized crime figure in northern Kosovo. Veselinovi\u0107 was&nbsp;<a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0519\" target=\"_blank\" rel=\"noreferrer noopener\">sanctioned by the U.S. government in 2021<\/a>&nbsp;for his gang\u2019s \u201cnotorious\u201d corruption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Petrovi\u0107 grew rich in the private sector after the bankruptcy of Bel Mobile, his former business partner, Stanimirovi\u0107, had no notable public profile.
