A leaked chat and other evidence suggests he has taken over a company that once answered to his top competitor.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Authors: Stevan Doj\u010dinovi\u0107 (OCCRP\/KRIK) and Dragana Pe\u0107o (OCCRP\/KRIK)<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selling weapons to a warlord, allegedly paying \u201clarge bribes\u201d to secure contracts, and courting clients with luxury vacations have landed Slobodan Te\u0161i\u0107 on numerous blacklists over the years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that has never stopped the Serbian weapons dealer from brokering deals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite various rounds of international sanctions, 65-year-old Te\u0161i\u0107 has remained at the heart of the arms trade in Serbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, a leaked chat and other evidence obtained by OCCRP\u2019s Serbian partner KRIK suggests Te\u0161i\u0107 has further expanded his dominance by poaching an ally of his longtime competitor.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva.webp\"><img fetchpriority=\"high\" decoding=\"async\" width=\"740\" height=\"370\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva.webp\" alt=\"\" class=\"wp-image-51858\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva.webp 740w, https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva-300x150.webp 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva-260x130.webp 260w, https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva-50x25.webp 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2024\/04\/Slobodan-Tesic-foto-Privatna-arhiva-150x75.webp 150w\" sizes=\"(max-width: 740px) 100vw, 740px\" \/><\/a><figcaption class=\"wp-element-caption\">Slobodan Te\u0161i\u0107 (foto: Privatna arhiva)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The maneuver \u2014 in which he appears to have secretly taken over a new proxy company without leaving a paper trail \u2014 also sheds light on the shadowy ways in which Te\u0161i\u0107 manages to keep a foothold in the arms trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the global implications of his expansion are far-reaching. Serbia, which mainly exports small arms and ammunition, has a history of letting its exports slip into the wrong hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country is required by treaty to halt arms exports that are likely to be diverted or used to violate humanitarian law. But it has frequently failed to do so; Serbian-made weapons have in recent years been spotted on the battlefields in Yemen and Syria, in the hands of Cameroon soldiers accused of systematic violations, and with an Islamic State affiliate in the Sahel. In 2022, the country was also criticized by the U.N. for supplying rockets to Myanmar\u2019s military dictators after their bloody coup.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are exporting into extremely high-risk markets from a human rights perspective,\u201d said Patrick Wilsen, Amnesty International\u2019s Researcher on Military, Security and Policing issues. He added that his organization\u2019s efforts to alert the Serbian government to instances of diversion have gone unanswered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107\u2019s dominance may not bode well for the future either \u2014 the dealer first fell afoul of international trade sanctions for selling weapons to former Liberian president Charles Taylor in the early 2000s. Taylor, whose rebel army murdered, pillaged and raped their way across Sierra Leone, was later declared a war criminal, while Te\u0161i\u0107 was blacklisted by the United Nations and barred from international travel until 2013. (He has never been charged with a crime in Serbia related to weapons smuggling or arms dealing.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his approach to dealmaking, Te\u0161i\u0107 remains a \u201cproduct of the \u201990s,\u201d according to Balkan military analyst Aleksandar Radi\u0107, referring to an era in which Serbia faced Western sanctions as it waged war against its neighbors during the collapse of Yugoslavia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107 was shaped by those \u201cmurky times and complicated dealings in the acquisition of weapons and military equipment,\u201d Radi\u0107 said. The result, he added, is a man who has never stopped pushing the limits on who he is willing to sell to \u2014 and what he will do to secure the deals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such bold disregard has apparently led to bold success. According to a former employee of Serbia\u2019s state-owned arms trading company Yugoimport, Te\u0161i\u0107 is now the linchpin of a sector that is largely dominated by the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHis influence in state institutions and [weapons] industry factories has become unavoidable,\u201d said Aleksandar Milovanovi\u0107, who used to work for Yugoimport\u2019s security department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts say this would not be possible without the backing of the regime of Serbian President Aleksandar Vu\u010di\u0107, who is accused of tightly controlling the country with a strongman style of rule.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_.jpeg\"><img decoding=\"async\" width=\"1025\" height=\"480\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_.jpeg\" alt=\"\" class=\"wp-image-40785\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_.jpeg 1025w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-300x140.jpeg 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-768x360.jpeg 768w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-260x122.jpeg 260w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-50x23.jpeg 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-576x270.jpeg 576w, https:\/\/www.krik.rs\/wp-content\/uploads\/2021\/12\/aleksandar-vucic-foto-krik.rs_-150x70.jpeg 150w\" sizes=\"(max-width: 1025px) 100vw, 1025px\" \/><\/a><figcaption class=\"wp-element-caption\">Aleksandar Vu\u010di\u0107 (foto: KRIK)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Radi\u0107, the military analyst, described Vu\u010di\u0107\u2019s Serbian Progressive Party (SNS) as the \u201ckey factor which shapes him [Te\u0161i\u0107] as he is.\u201d . \u201cSNS has now made it possible for him to become the absolute number one,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a written response to reporters, Te\u0161i\u0107 denied having taken over a new proxy company linked to his competition. He also described it as his business interest to maintain good relations with those in power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While he declined to describe his role in the industry in detail, he said he had aligned his businesses to comply with the sanctions against him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlso, in accordance with my age and position, it is no longer necessary for me to be the owner of a company or be operationally engaged in business,\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese 40 years, having made contacts all over the world, today I can open doors for others, and create business by connecting and helping many\u2026 Sometimes, I can make a small or medium-sized company big with one call.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Working From the Shadows<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite his outsized influence, Te\u0161i\u0107 keeps a low profile in Belgrade and little is known about the extent of his riches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His name will not be found on any current arms deals, either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s because he and his associates are the target of U.S. sanctions, which prevent them from carrying out business with U.S. entities \u2014 major players in the arms trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington first&nbsp;<a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm0243\" target=\"_blank\" rel=\"noreferrer noopener\">blacklisted Te\u0161i\u0107<\/a>&nbsp;in 2017 describing him as one of \u201cthe biggest dealers of arms and munitions in the Balkans.\u201d The U.S. accused him of bribing officials in various countries to secure contracts, as well as taking potential clients on luxury vacations or paying for their children\u2019s educations abroad. (In his comments to reporters, Te\u0161i\u0107 rejected all allegations of corruption, and blamed the sanctions against him on rumors and bad press spread by saboteurs. He said he faced no legal investigations for \u201ccorrupting anyone, anywhere.\u201d)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107 responded by apparently setting up a network of proxy firms, but the workaround didn\u2019t last for long. In late 2019, the U.S. sanctioned nine more Te\u0161i\u0107 associates and nine companies that it said were providing fronts to sell weapons on Te\u0161i\u0107\u2019s behalf. U.S. authorities also seized nearly $34 million sent by the alleged front companies to American bank accounts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107 had reportedly left a paper trail that allowed U.S. authorities to connect the dots: His sanctioned firms had reached out to companies that owed them money and instructed them to pay the debts to the new proxy companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, the U.K. also put Te\u0161i\u0107 under&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/uk-sanctions-target-30-corrupt-political-figures-human-rights-violators-and-perpetrators-of-conflict-related-sexual-violence-around-the-world\" target=\"_blank\" rel=\"noreferrer noopener\">sanctions in 2022<\/a>&nbsp;for allegedly bribing Bosnia\u2019s former chief state prosecutor, as well as the country\u2019s former defense minister. (Te\u0161i\u0107 said he was preparing a legal team to initiate \u201cchecks and procedures\u201d against the measure, which he described as \u201cdisappointing.\u201d)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And now, new evidence obtained by KRIK and OCCRP suggests he might have benefited from another secretive arrangement. This time, the maneuver also delivered a blow to his longtime rival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the last decade or more, one of Te\u0161i\u0107\u2019s top competitors has been the fellow Serbian weapons dealer Petar Crnogorac. In recent years, however, Crnogorac\u2019s businesses have struggled. Since 2019, his companies CPR Impex and Tehnoremont have sunk deeper into losses, according to their financial statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, one of Crnogorac\u2019s business partners, Milorad Pu\u0161ica, set up a new arms trading company, but that also proved to be a loss. The following year Pu\u0161ica, who is also a prominent member of the SNS party, had to loan the new firm, M.M.P. Not long after, Crnogorac appears to have grown suspicious that his partner Pu\u0161ica had shifted alliances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a leaked WhatsApp chat from March 2020 obtained by KRIK and OCCRP, Crnogorac asked Pu\u0161ica: \u201cDid you give any contracts to ST [Slobodan Te\u0161i\u0107] for the\u2026 Edepro [Serbian weapon factory] goods\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He got a surprising answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI sold my company,\u201d Pu\u0161ica texted back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWho the fuck did you sell your company to?\u201d asked Crnogorac.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWho else could give me money for my torments and suffering,\u201d Pu\u0161ica responded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A source who was privy to the discussion, who asked not to be named, said the messages suggested the buyer was Te\u0161i\u0107 \u2014 though he denies this.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know why Milorad Pu\u0161ica, whom I have known for a long time, would claim that I bought something from him that I did not,\u201d Te\u0161i\u0107 wrote in his response to reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pu\u0161ica and Crnogorac did not respond to requests to comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, two other sources in the weapons industry in Serbia, both speaking on condition of anonymity, independently confirmed to reporters that Te\u0161i\u0107 had indeed taken over Pu\u0161ica\u2019s M.M.P. Consulting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The firm\u2019s surge in business is an additional clue. According to records from the Serbian business registry, Pu\u0161ica never formally sold his company. It remains registered in his name. However, shortly after the chat, the firm began to show significant financial activity, taking in the equivalent of $36 million of income from ammunition sales in 2020 and 2021, compared to zero income the year prior. In 2022, it earned $3.1 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M.M.P. Consulting also made several housekeeping changes after the March 2020 WhatsApp exchange that indicate there may have been a change in leadership behind the scenes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pu\u0161ica started using Te\u0161i\u0107\u2019s longtime lawyers that year and, five months after the chat, M.M.P Consulting signed a contract to rent a state-owned villa in Dedinje, an upscale diplomatic neighborhood of Belgrade. (foto: KRIK)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">When reporters visited the villa rented by M.M.P Consulting, they found what looked to be a recently renovated high-end residence, with no sign of office activity. No one answered when reporters rang the gate of the multi-story house \u2014 which the firm is renting for the below-market price of 1,500 euros per month. (foto: KRIK)<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The company\u2019s official address on the other side of town, meanwhile, is a locked and abandoned office building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several other changes in M.M.P Consulting\u2019s business activity further connect the firm to Te\u0161i\u0107. Trade data shows that in 2020 Pu\u0161ica started doing most of his business with the state factory Prvi Partizan, which Te\u0161i\u0107 companies have previously bought from. When reached for comment, Prvi Partizan said its contracts with clients were confidential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company also took a $426,500 loan that year from Valir, a weapons firm that has had several ties to known Te\u0161i\u0107 collaborators. In 2022,&nbsp;<a href=\"https:\/\/balkaninsight.com\/2022\/08\/08\/bangs-for-bucks-serbian-arms-dealer-makes-mockery-of-us-sanctions-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">Balkan Insight reported<\/a>&nbsp;this firm too was secretly linked to Te\u0161i\u0107 and saw a major boost in revenue after allegedly coming under his sway.<\/p>\n\n\n\n<div class=\"antrfile\" id=\"antrfile\" style=\"padding:20px; margin-left: 10px; margin-top: 10px; margin-bottom: 10px; float: right; background-color: #d3d3d3; width: 50%; font-size: 80%;\">\n<strong>\nThe Valir Connection\n<\/strong><br>\n<br>\nWhile Te\u0161i\u0107 denies owning or controlling Valir, which loaned Pu\u0161ica\u2019s company nearly half a million dollars in 2022, the firm has had several ties to Te\u0161i\u0107 allies.\n<br>\n<br>\nRegistered just two weeks after the U.S. broadened its sanctions against Te\u0161i\u0107\u2019s proxy network in 2019, Valir was founded by Stefan \u010cupkovic, who also served as director in another company owned by Te\u0161i\u0107\u2019s close business partner, the Yemeni businessman Khaled Hamed. OCCRP wrote about their ties in 2020.\n<br>\n<br>\n\u010cupkovic, who left Valir in 2020, is also a representative of the Serbian branch of the Cyprus shell company Elvante Limited, whose former director Goran Andri\u0107 is one of Te\u0161i\u0107\u2019s \u201cclosest associates\u201d, according to the U.S.\n<br>\n<br>\nAndric was included in the 2019 U.S. sanctions against the dealer\u2019s \u201cmaterial support network\u201d. According to Washington, the pair go way back: Andri\u0107 allegedly helped negotiate business deals on Te\u0161i\u0107\u2019s behalf in the early 2000s while he was still blocked from travel by the U.N. ban.\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">After inking deals to sell ammunition to the Saudi Arabia\u2019s Ministry of the National Guard and the Turkish Defense Ministry, M.M.P. Consulting hired several firms to handle the deliveries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reporters contacted the owner of one of the transport companies, Croatian businessman Zvonko Biljecki, to ask about the deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He declined to discuss it, but when asked if he had negotiated with Te\u0161i\u0107 when dealing with M.M.P. consulting, he said, \u201cYes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107 said he did not know Biljecki or his company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether he helped Pu\u0161ica or M.M.P. Consulting broker deals, Te\u0161i\u0107 said: \u201c[my] name, recommendation, contact \u2014 it opens doors. Today I do it with many friends and help many companies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn accordance with the restrictions I have at the moment, due to sanctions, this is my currently active and main role in the arms sector,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Politics of Arms<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts say Te\u0161i\u0107 has made efforts to align himself with the ruling SNS party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While he was also close to previous governments in the 2000s, Te\u0161i\u0107 focused on building \u201cgood connections\u2019\u2019 after the SNS came to power in 2012, said Momir Stojanovi\u0107, a retired general and former member of parliament for SNS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After SNS won its first election in 2012, Te\u0161i\u0107\u2019s daughter Danijela started working at the Ministry of Foreign Affairs, where her boss, Foreign Minister Ivan Mrki\u0107, gave the green light when the UN sought Serbia\u2019s opinion on removing Te\u0161i\u0107 from its blacklist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon after, Te\u0161i\u0107 was given a diplomatic passport, a privilege normally reserved for high-ranking state officials. Mrki\u0107 said he granted the passport because Te\u0161i\u0107 was \u201cvery successful in exporting Serbian products.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tesic\u2019s apparent high-level support from the ruling party also came to light during a major recent court case in which Serbian and Montenegrin police officers were accused of revealing confidential information while involved with a narco-smuggling network. Text messages presented in the indictment show officers discussing information they had found in their files about a person of interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe is not an official collaborator [with Serbian intelligence, but] he must be with someone since Te\u0161i\u0107 is there,\u201d said one officer. \u201cTe\u0161i\u0107 Slobodan, Vucic\u2019s man, main man for export of weapons. Billionaire.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Te\u0161i\u0107 and his wife have previously donated to the Dragica Nikolic Foundation, which was established by the wife of former Serbian president Tomislav Nikolic, who is also from the SNS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And when President Vu\u010di\u0107 visited Serb families in Kosovo in 2018 with promises of help, a donation came soon after: a government website said tractors were donated by a Belgrade businessman named Slobodan Te\u0161i\u0107 \u2014 presumably the arms dealer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent confirmation of the government\u2019s close relationship with Te\u0161i\u0107 came last year, when Serbia\u2019s then-intelligence chief Alexandar Vulin was sanctioned by the U.S. for a series of allegedly \u201ccorrupt and destabilizing\u201d acts.
