{"id":34730,"date":"2020-09-02T11:42:24","date_gmt":"2020-09-02T09:42:24","guid":{"rendered":"https:\/\/www.krik.rs\/?p=34730"},"modified":"2020-09-02T11:42:26","modified_gmt":"2020-09-02T09:42:26","slug":"zoran-jaksics-last-hurrah-in-peru","status":"publish","type":"post","link":"https:\/\/www.krik.rs\/en\/zoran-jaksics-last-hurrah-in-peru\/","title":{"rendered":"Zoran Jaksi\u0107\u2019s Last Hurrah in Peru"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>By<\/em><\/strong><em>\u00a0<\/em><strong><em>Pavla Holcov\u00e1 and Stevan Doj\u010dinovi\u0107<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The world got a little smaller on July 17, 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That evening, television news reports in Peru and in Serbia were covering the very same story: A global drug trafficker who had switched among 40 identities to escape justice for years had finally been caught.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The footage of the arrest in northern Peru was dramatic. Zoran Mihajlovi\u0107 Jaksi\u0107, the \u201cright hand\u201d of the world-spanning Group America gang, tried to hide his face from TV and police cameras. Four local policemen had to hold him to keep him from running. It was the grand finale of a year-long police operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using thousands of pages of court files and interviews with prosecutors, policemen, and intelligence agents, KRIK, OCCRP and its Prague-based member center <a rel=\"noreferrer noopener\" aria-label=\"Investigace.cz (opens in a new tab)\" href=\"https:\/\/www.investigace.cz\/\" target=\"_blank\">Investigace.cz<\/a> were able to reconstruct Jaksi\u0107\u2019s role in the organized crime group, his ties to Peruvian drug families, and the police work that finally brought him down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When he first came into view, those Peruvian investigators weren\u2019t even looking for him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Hunting for Swallows<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early 2016, Peruvian police were already deep into a long-running operation targeting a group of home-grown drug traffickers known as Golondrinas (\u201cSwallows\u201d).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The name of the organization was derived from its daring use of small planes to transport cocaine to Brazil for onward shipment. It was thought to be a regional operation run by a few local families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe had no idea such a big player was involved,\u201d a police official told OCCRP. \u201cWe don\u2019t have players like him in Peru. He is the Champions League.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Group America\u2019s foothold in the country changed the very structure of its drug business. Until Group America, Peru\u2019s cocaine trade was dominated by small families, not international businesses or cartels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeruvian criminals just produce cocaine, so they are the ones who earn the least in the whole chain,\u2019\u2019 said the investigator, speaking on condition of anonymity for his own safety. \u201cPeruvians never established international networks and contacts.That\u2019s why they need people like Jaksi\u0107, who make it possible for Peruvian cocaine to be sold in the world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Big Man in Lima<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation into the Golondrinas focused on three families: Rojas Vilcatoma, Medina Gavil\u00e1n, and Soto Cordova.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The families bought cocaine from coca farmers, packed it in cheap bags and simply drove it to Lima for wholesalers to take it out of the country. In 2016, their joint sales were coordinated from Lima\u2019s Lurigancho Prison by Jorge \u201cJota\u201d Medina Gavil\u00e1n, who was serving time on a drug charge but operating through his brother, Fernando.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jota didn\u2019t know that the police were listening in to his family calls. During one of those calls, they heard him tell Fernando, \u201cThere is a stranger and he wants to buy. You will recognize him by his height. He is very tall.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jaksi\u0107\u2019s introduction to the three families had come through H\u00e9ctor Soto Cordova, a Peruvian drug trafficker the Serbian had met while serving a five-year prison sentence following a 1998 drug trafficking arrest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators later overheard other two drug dealers talking about Jaksi\u0107, then had no problem picking him out of the crowd in a Starbucks coffee shop in February 2016. At more than two meters tall, bald and pasty white, he didn\u2019t blend in with Peruvians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His daily routine also made for easy surveillance: From his room at the Lima\u2019s Caminos del Inca apartment hotel he habitually went to the gym, then to a restaurant and back to the hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Understanding his plans and listening in on his calls was much harder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jaksi\u0107 used public phones and encrypted messaging systems on his mobile phone so the police couldn\u2019t intercept his calls.<\/p>\n\n\n\n<iframe width=\"640\" height=\"320\" src=\"https:\/\/www.youtube.com\/embed\/TTK0Uce0-u8\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">Nor were they exactly sure who the big man really was. Jaksi\u0107 would shift among 40 different identities, often using false passports from Serbia and Bosnia and Herzegovina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they knew from their other wiretaps that he wanted to buy three tons of cocaine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they knew that Jaksi\u0107 was linked to Group America leader Mileta Miljani\u0107, a known drug runner living in New York who had sent his own son, Petar Miljani\u0107, and an associate, Nikola Stevanovi\u0107, to Lima to learn the drug trade from Jaksi\u0107. Police assigned the students nicknames: Petar Miljani\u0107 was \u201cMudo,\u201d or mute, because he seldom spoke. Stevanovi\u0107 was the \u201cBoxer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jaksi\u0107 had been buying cocaine in Peru since at least November 2015, and had already shipped a ton through the Port of Antwerp by the time his prot\u00e9g\u00e9s arrived in June 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But only after an underworld source told police the big man had previously spent time in a Peruvian prison were they able to determine his true identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was not that difficult to ask around prisons [about a] two-meter tall, muscular, bald white guy,\u2019\u2019 the investigator said. \u201cPeople remembered him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On learning Jaksi\u0107\u2019s name, they discovered from Interpol that the Serbian native was wanted in Argentina, Germany and Greece.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Closing In<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Golondrinas investigation, which had been expanded into a series of major drug busts and arrests that police called a \u201cmega operation,\u201d was scheduled to end with a flourish in April 2016. Authorities in Peru invited representatives of international drug enforcement and intelligence bodies to gather in Lima for Jaksi\u0107\u2019s arrest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Jaksi\u0107 disappeared just as the police were about to pounce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators came up with just one lead: Jaksi\u0107 \u201cwent up north,\u201d they learned from wiretapped conversations. Only later did they realize they already had the crucial information that would lead them to him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just days before Jaksi\u0107 ran, a police wiretap had captured a conversation in Serbian. Lacking a translator in Peru, investigators sent the recording to the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though slow in coming, the translation revealed that Petar Miljani\u0107 knew the police were after them and had called Jaksi\u0107 to say they had to disappear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators eventually found Stevanovi\u0107 in a Lima hotel and learned he was about to fly \u201cup north,\u201d to Tumbes, a small city close to the Ecuadorian border. They followed him and instructed local police to detain any tall, bald white men they might see.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Tumbes airport, Stevanovi\u0107 asked a cab driver to take him to Ecuador.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s normally a 30-minute trip. His fingerprints matched Jaksi\u0107\u2019s file from 1998. The big man was flown back to Lima to face drug trafficking charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February 2019, Peruvian prison authorities announced that Jaksi\u0107 was planning an escape from Lima\u2019s Miguel Castro Castro prison, where he was being held pending trial. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe inmate had intention to escape through medical attention, so to prevent this plan, we authorized his transfer,\u201d said Rub\u00e9n Ram\u00f3n Ramos, regional director of the National Prison Institut of Peru.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Prison Institut representative said Jaksi\u0107 is now being held in&nbsp;<a href=\"https:\/\/diariocorreo.pe\/politica\/quienes-ocupan-hoy-el-penal-ancon-1-923872\/?ref=dcr\">Anc\u00f3n I<\/a>, a maximum security prison better known as Piedras Gordas, north of Lima. The overcrowded prison was recently hit with a coronavirus outbreak, with inmates allegedly falling ill and being given no protective equipment. Prominent prisoners held there include a former regional governor sentenced for corruption, and lawyers implicated in Brazil\u2019s infamous Odebrecht scandal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April, 2019, the big man was sentenced to 25 years in prison.
