{"id":30309,"date":"2019-10-04T12:28:55","date_gmt":"2019-10-04T10:28:55","guid":{"rendered":"https:\/\/www.krik.rs\/?p=30309"},"modified":"2019-10-04T12:34:27","modified_gmt":"2019-10-04T10:34:27","slug":"how-a-meeting-on-a-yacht-may-have-changed-kosovos-political-history","status":"publish","type":"post","link":"https:\/\/www.krik.rs\/en\/how-a-meeting-on-a-yacht-may-have-changed-kosovos-political-history\/","title":{"rendered":"How a Meeting on a Yacht May Have Changed Kosovo\u2019s Political History"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>by\u00a0<\/em><strong><em>Bojana Pavlovic and Stevan Dojcinovic<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the summer of 2017, a secret encounter took place on a luxurious yacht moored in the coastal Montenegrin town of Budva.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A photograph obtained by KRIK, OCCRP\u2019s Serbian member center, shows three men and two women sitting on white leather sofas, enjoying a meal and engaged in conversation. (The timing and location of the meeting are based on the word of the anonymous source who provided the photo.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not known who the women are. The men, however, have been identified \u2014 and they make for unlikely dinner companions.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.occrp.org\/en\/investigations\/how-a-meeting-on-a-yacht-may-have-changed-kosovos-political-history#\"><img decoding=\"async\" src=\"https:\/\/www.occrp.org\/assets\/investigations\/KrikPhoto.jpg\" alt=\"investigations\/KrikPhoto.jpg\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Pacolli, Raki\u0107, and Radoi\u010di\u0107 share a meal on a yacht with two unidentified women. Credit:\u00a0Private photograph<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The man wearing a white shirt in the middle of the photo is Behgjet Pacolli, a wealthy Kosovar Albanian businessman who led a political movement that had helped secure Kosovo\u2019s independence from Serbia. He also briefly served as the country\u2019s president and is currently its foreign minister.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sitting with him were two figures on the other side of Kosovo\u2019s ethnic divide. One was Goran Raki\u0107, who around the time of the photo had been elected president of the Serbian List, the country\u2019s largest Serbian party. The other was Milan Radoi\u010di\u0107, allegedly a powerful organized crime figure known to wield great influence in the party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a tense time. A parliamentary election had just been held, but no party won a majority, and negotiations to form a government were under way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The person who provided the yacht photo to KRIK said it captured a meeting that proved key to an eventual resolution of the gridlock. This claim proved impossible to confirm, since none of the participants agreed to talk to reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But just as the deadline approached \u2014 shortly after the meeting on the yacht, according to the source of the photo \u2014 Pacolli made a sudden political U-turn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaving his own moderate allies behind, he led his party to join the PAN Coalition, a group known as the \u201cwar wing\u201d because it included Albanian parties headed by former Kosovo Liberation Army (KLA) commanders. This gave its leader, Ramush Haradinaj, the votes to form a government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Haradinaj \u2014 a notorious KLA commander who has been acquitted of war crimes at the International Criminal Court \u2014 became prime minister. Pacolli became foreign minister. Because the Serbian List was also on board, it also got several cabinet posts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July 2017, Gazeta Express, a Kosovo-based website,&nbsp;<a href=\"https:\/\/www.gazetaexpress.com\/lajme-ramush-haradinaj-takon-njerin-prej-figurave-kryesore-te-serbeve-te-kosoves-412658\/\" target=\"_blank\" rel=\"noreferrer noopener\">published a photo of Haradinaj<\/a>&nbsp;sitting with Radoi\u010di\u0107 in a Pristina restaurant called Tiffany. The two men were casually dressed, and the photo was secretly taken from the next table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This meeting started rumors about whether Radoi\u010di\u0107 and Haradinaj had agreed that the Serb List would support Haradinaj and his coalition. The yacht photo was taken around the same time \u2013 while negotiations about the&nbsp;government were ongoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHaradinaj did not have enough votes even with Serbian List, so [Pacolli\u2019s party] came to the rescue,\u201d said Agron Demi, a policy analyst at GAP, a Pristina think-tank. \u201cHis move was a surprise because during the election campaign he accused members of the coalition of threatening him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not known whether the yacht meeting was instrumental in Pacolli\u2019s sudden turn-around. But it\u2019s noteworthy that Radoi\u010di\u0107, the alleged criminal known as the \u201clord of North Kosovo,\u201d had been present.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Rada Trajkovi\u0107, a local analyst and former Kosovo legislator, Radoi\u010di\u0107 is a key, if unofficial, decision-maker within the Serbian List.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Party leader Raki\u0107] is not a man who makes any decisions. Radoi\u010di\u0107 is the one who pulls the strings in the Serbian List,\u201d said Trajkovi\u0107, who now runs an NGO called the European Movement of Serbs from Kosovo.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"a-lobbyist-for-independence\">A Lobbyist for Independence<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Pacolli, a 68-year-old Swiss citizen born in Kosovo, is a well-known figure both in his homeland and abroad. He is often described as Kosovo\u2019s wealthiest man, with media outlets estimating his net worth at 900 million euro. Before entering politics in 2006, he had already made a name for himself as a construction magnate and one of the most prominent lobbyists for the recognition of Kosovo\u2019s independence from Serbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the late \u201890s, Pacolli was involved in a major corruption scandal in Russia after his Swiss construction company, Mabetex, won lucrative contracts to renovate the Kremlin. Two years later, prosecutors opened an investigation into Pacolli, suspecting him of having bribed high-ranking Russian officials. In some reports, then-president Boris Yeltsin and his two daughters were mentioned as the recipients of the bribes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Pacolli\u2019s Russian troubles wouldn\u2019t last long. The prosecutor general leading the investigation against him, Yuri Skuratov, was soon fired after compromising footage appeared in public supposedly showing him having sex with two alleged prostitutes. Vladimir Putin \u2014 then director of the FSB, the country\u2019s secret service \u2014 announced that the man in the video was indeed Skuratov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The case was reassigned to another prosecutor, who closed it due to lack of evidence. A bribery and money laundering investigation in connection with the same case was also discontinued in Switzerland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, Pacolli was already an important lobbyist for Kosovo\u2019s independence, establishing for this purpose an organization called the New Kosovo Alliance which later evolved into a relatively moderate political party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the summer of 2017, Pacolli and his party had been part of a coalition led by a previous prime minister, Isa Mustafa. Pacolli rejected any potential cooperation with the PAN (\u201cwar wing\u201d) coalition, describing such a thing as \u201calmost impossible.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he appears to have changed his mind sometime after meeting with Raki\u0107, the Serbian List\u2019s formal leader, and Radoi\u010di\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Serbian List, which was part of the previous government, had also not been expected to join the PAN coalition, since its leader Haradinaj is viewed by many Serbs as a notorious war criminal for his actions during Kosovo\u2019s war of independence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, both Pacolli and the Serbs joined up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe interest of Kosovo \u2014 the national interest \u2014 is above the party\u2019s interest,\u201d he said at the time, explaining his change of mind. \u201cI consulted my international friends, the most important friends of Kosovo, and also citizens, and made the right decision. There was no alternative.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the Serbian List, three months after becoming prime minister, Haradinaj made the extent of Radoi\u010di\u0107\u2019s influence clear. \u201cI talk with everybody, with Radoi\u010di\u0107,\u201d he said on a Serbian-language talk show based in Kosovo. \u201cHe is the one you go to for everything.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"the-go-to-man\">The Go-to Man<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">At the time of the 2017 elections, Radoi\u010di\u0107 did not hold any formal political position, but his authority in the underworld and his group\u2019s violent means made him a go-to man.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radoi\u010di\u0107 is the right-hand man of Zvonko Veselinovi\u0107, a notorious Serbian businessman from northern Kosovo who was described in Serbian police and intelligence reports obtained by KRIK as a leading organized criminal figure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to these reports, his group was involved in various crimes, including the trafficking of drugs, arms, and oil in the north of Kosovo. Radoi\u010di\u0107 worked as a courier, carrying packages of drugs from Kosovar Albanian drug lords to Serbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Serbian law enforcement made several attempts to prosecute both Veselinovi\u0107 and Radoi\u010di\u0107, but failed every time. Radoi\u010di\u0107 even went on trial for kidnapping but was eventually acquitted after the victim changed his testimony. He was sentenced only once for possession of fake documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Serbian List \u2014 the Kosovo political party on which Veselinovi\u0107 and Radoi\u010di\u0107 are known to have influence&nbsp;\u2014&nbsp;was formed in 2014 and quickly grew to be the only player in the territory\u2019s Serbian community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several harrowing events helped its rapid rise. Prior to the 2014 local elections, Oliver Ivanovi\u0107, a rival politician, was arrested and placed in police custody. Another competing candidate was assassinated. A third candidate pulled out of the race.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Serbian List was also the only party to enjoy unconditional support from the Serbian government. Before becoming Serbia\u2019s president, Aleksandar Vu\u010di\u0107 openly expressed his support for Veselinovi\u0107 in his speeches, praising his fighting for Kosovo\u2019s Serbian community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veselinovi\u0107 even met with Vu\u010di\u0107\u2019s brother in 2015, as KRIK and OCCRP revealed earlier this year on the basis of another key photograph.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The double revelations reveal an ironic truth: Even as Belgrade and Pristina remain at odds over Kosovo\u2019s independence, an interconnected set of alleged criminal figures has access to powerful people in both governments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"an-influential-suspect\">An Influential Suspect<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Radoi\u010di\u0107 formalized his role in the Serbian List in June 2018, when he became the party\u2019s vice president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he had been influential long before that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe former mayors of Serbian towns in Kosovo complained to me that Radoi\u010di\u0107 was the one making all the decisions,\u201d explained Trajkovi\u0107, the former Kosovo legislator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey told me he held informal office in the restaurant Gray [in the Serbian town of Kosovska Mitrovica], where he was giving orders who should do what. He picked the names of future Serbian ministers [in Kosovo], chiefs of police in northern Kosovo, Serbian judges [in Kosovo]. And he was on direct line with Haradinaj.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, however, Radoi\u010di\u0107 is no longer at home. Soon after assuming the leadership role on the Serbian List, he fled Kosovo after being sought by police on suspicion of involvement in the January 2018 political assassination of rival politician Oliver Ivanovi\u0107. After he disappeared, a warrant was issued for his arrest. He remains at large.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unsurprisingly, Serbian president Vu\u010di\u0107 came to his defence. After meeting with Radoi\u010di\u0107 in Belgrade, Vu\u010di\u0107 said that Serbian police had questioned him and were sure he was not involved in the murder. Rather, Vu\u010di\u0107 insisted, Radoi\u010di\u0107 was a patriot who defended Kosovo\u2019s Serbs. The case against him, he said, was politically motivated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Kosovo, meanwhile, Radoi\u010di\u0107 has become an increasingly toxic figure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter the killing of Ivanovi\u0107, politicians on Kosovo started distancing themselves from him,\u201d said Demi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, his influence may be felt for years to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>With additional reporting by Lawrence Marzouk.<\/em><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>by\u00a0Bojana Pavlovic and Stevan Dojcinovic In the summer of 2017, a secret encounter took place on a luxurious yacht moored in the coastal Montenegrin town of Budva.
