One was from the world of politics, the other from organized crime.<\/p>\n<p>Photographs obtained by KRIK, <a href=\"https:\/\/www.occrp.org\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">OCCRP<\/a>\u2019s member center in Serbia, set the scene: Andrej Vu\u010di\u0107, the brother of President Aleksandar Vu\u010di\u0107, sits across the table from Zvonko Veselinovi\u0107, one of northern Kosovo\u2019s most notorious underworld figures.<\/p>\n<p>The meeting was also attended by three other men, only one of whom is visible in the photos. He could not be identified.<\/p>\n<p>The photographs from the Salas 137 restaurant were recently submitted to KRIK by a reader who took them with a mobile phone in March 2015. The reader, who asked to remain anonymous out of fear of reprisals, said it was shocking to see Vu\u010di\u0107 with a widely known criminal figure. The identity of the man in the middle is unknown.<\/p><\/div>\n<p>What brought them together remains a mystery, but the photos are significant because they reveal a friendly relationship between powerful representatives of two different universes \u2014 mainstream Serbian politics and northern Kosovo\u2019s criminal underworld.<\/p>\n<p>Police and intelligence reports obtained by KRIK describe Veselinovi\u0107 as a criminal involved in loan sharking, money laundering, and drug and oil smuggling. Though charged many times in Serbia, he has only once been convicted \u2014 for illegal sand and gravel mining. And while he is feared by many, Veselinovi\u0107 also enjoys a measure of public support in northern Kosovo because of his perceived role as a nationalist fighter for local Serbs in their conflict with Kosovar Albanians.<\/p>\n<p>The man on the other side of the table, Andrej Vu\u010di\u0107, is also an important figure. Much more than just the brother of Serbia\u2019s president, he plays a shadowy role in the country\u2019s political life. He holds no official position, yet has outsized influence in the governing Serbian Progressive Party (SNS). Though he has presented himself in the media as a legitimate businessman in transport and construction, Serbian police and intelligence reports paint a different picture: That of a long-time underworld leader with influence in all Serb-majority towns in the region.<\/p>\n<p>His name first appears in the White Book of Organized Crime, a Serbian police document that was leaked to the public in the early 2000s. Veselinovi\u0107 was described as the alleged leader of a group \u201cstealing motor vehicles in \u200b\u200bKosovska Mitrovica and smuggling them from the southern [Albanian] to the northern [Serbian] part of the town, operating also in Pristina and cities in Serbia.\u201d<\/p>\n<p>The gang\u2019s other lines of business, the police said, included extortion and document forgery.<\/p>\n<p>Over the following decade, Veselinovi\u0107 expanded his business and power, according to a March 2011 report by Serbia\u2019s Security Information Agency signed by its former director Sa\u0161a Vukadinovi\u0107.<\/p>\n<p>The intelligence file, which KRIK reporters found among court documents, describes Veselinovi\u0107 as the leader of a group that trafficked drugs, smuggled weapons and oil, engaged in loan sharking and money laundering. He was said to have well-established ties not only in Kosovo\u2019s Serbian community but also with some groups in Serbia itself \u2014 and with prominent Kosovo Albanian criminals.<\/p>\n<p>\u201cIn the field of drug trafficking, Zvonko Veselinovi\u0107 works closely with Ismet Osmani and Mentor Beciri (Mentor Beqiri) from the [Albanian] part of Kosovska Mitrovica, leaders of a criminal organization involved in internationally organized drug trafficking channels,\u201d it reads.<\/p>\n<p>According to the report, Veselinovi\u0107\u2019s group buys drugs from Osmani and smuggles them to Serbia while selling weapons through the Albanians in the opposite direction.<\/p>\n<p>In a 2005 report by Germany\u2019s Federal Intelligence Service that was published by WikiLeaks, Osmani is alleged to be involved in smuggling fuel, cigarettes, and drugs.<\/p>\n<p>\u201c(He) is considered a particularly dangerous individual,\u201d the report read.<\/p>\n<div id=\"attachment_27461\" style=\"width: 359px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri.jpg\" rel=\"prettyphoto\"><img decoding=\"async\" aria-describedby=\"caption-attachment-27461\" class=\"wp-image-27461\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri.jpg\" alt=\"\" width=\"349\" height=\"312\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri.jpg 743w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri-300x269.jpg 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri-163x146.jpg 163w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri-50x45.jpg 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri-576x516.jpg 576w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Mentor-Beciri-84x75.jpg 84w\" sizes=\"(max-width: 349px) 100vw, 349px\" \/><\/a><p id=\"caption-attachment-27461\" class=\"wp-caption-text\">Mentor Beciri (Credit: Police photo)<\/p><\/div>\n<p>Both reports describe Osmani and Beciri as important players in Kosovo\u2019s criminal underworld.<\/p>\n<p>Veselinovi\u0107\u2019s other associates, according to the Serbian intelligence report, include Enver Sekira\u010da, a Kosovo-based organized crime figure convicted of ordering the murder of a policeman in 2007, and Goran Obradovic Susa, the Serbian leader of a drug smuggling group whose 2014 murder remains unsolved.<\/p>\n<p>The report also notes that Veselinovi\u0107 and his group receive logistical support from police officers \u2014 mostly Serb nationals \u2014 in northern Kosovo.<\/p>\n<p><strong>Arrest Attempts<\/strong><\/p>\n<p>Serbian law enforcement has made many attempts to prosecute Veselinovi\u0107, with little success.<\/p>\n<p>He and two associates were accused of stealing a Mercedes in the southern Serbian town of Novi Pazar in 2000. Prosecutors later dropped the charges with no clear explanation.<\/p>\n<div style=\"padding: 20px; margin-left: 10px; margin-top: 10px; margin-bottom: 10px; float: right; background-color: #d3d3d3; width: 50%; font-size: 80%;\"><strong>A Partner At Large<\/strong><br \/>\nVeselinovi\u0107\u2019s right-hand man, Milan Radoi\u010di\u0107, is suspected by prosecutors in Kosovo of involvement in last year\u2019s assassination of Oliver Ivanovi\u0107, a political leader who spoke out about strong ties between criminals and local politicians. A warrant was issued for Radoi\u010di\u0107\u2019s arrest, but he remains at large.<\/div>\n<p>In 2003, Veselinovi\u0107 was arrested in Serbia and accused of smuggling three kilograms of heroin from Kosovo by car. The police said that he admitted to carrying a plastic bag for another man during interrogation, saying, \u201cI did it because I was blinded by the amount [of money] I was promised.\u201d<\/p>\n<p>But in court he professed his innocence and claimed he had been beaten in police custody. He was acquitted in 2005.<\/p>\n<p>He was later tried for his alleged involvement in a 2011 truck theft scheme. According to the indictment, his group borrowed from a bank in Serbia to buy 32 trucks, then took the vehicles to Kosovo and never repaid the bank. Once again he was acquitted, though a business partner whose name was on the paperwork was convicted.<\/p>\n<p>The only time Veselinovi\u0107 was ever convicted of a crime involved illegally quarrying sand and gravel in southern Serbia. The materials went to an associate whose company built the cross-Serbia highway known as \u201cCorridor X.\u201d Veselinovi\u0107 was convicted for financing the operation and was sentenced this January to two years in prison, though he can still appeal the verdict.<\/p>\n<p><strong>The Brigde Watcher<\/strong><\/p>\n<p>Veselinovi\u0107\u2019s ability to gain support in northern Kosovo despite his criminal reputation is linked to his role in the ethnic conflict in the divided town of Kosovska Mitrovica.<\/p>\n<p>At age 18, Veselinovi\u0107 allegedly joined the \u201cBridge Watchers,\u201d a vigilante group formed in the town\u2019s Serbian areas at the end of the Kosovo war in 1999.<\/p>\n<p>The Serbian army and the police had withdrawn from Kosovo, which had declared independence from Serbia, but many Kosovo Serbs refused to recognize the country\u2019s independence. They organized to resist what they saw as Albanian influence over Serbian territory.<\/p>\n<p>Members of the group gathered on a bridge over the river Ibar, which divides Kosovska Mitrovica\u2019s Serbian and Albanian neighborhoods, to restrict entry to Serbian areas.<\/p>\n<p>In July 2011, when Kosovo police tried to take control of local border crossings with Serbia, locals put up barricades and burned customs facilities. One police officer was killed in clashes that lasted several days.<\/p>\n<p>Kosovo authorities identified Veselinovi\u0107 as the instigator of the border fight, which prompted praise from Aleksandar Vu\u010di\u0107, then not yet Serbia\u2019s president but already a leading opposition politician.<\/p>\n<p>\u201cVeselinovi\u0107 may not be a nice guy from neighborhood,\u201d Vu\u010di\u0107 said at the time, \u201cbut he is a man who gives everything that he has for the liberty of Serbs in Kosovo.\u201d<\/p>\n<p>In a 2016 interview with KRIK, Vu\u010di\u0107 denied having any ties to Veselinovi\u0107.<\/p>\n<p>\u201cI gave him political support when I was in the opposition,\u201d he said. \u201cMy support was for his involvement with barricades, not for his business.\u201d<\/p>\n<div style=\"padding: 20px; margin-left: 10px; margin-top: 10px; margin-bottom: 10px; float: right; background-color: #d3d3d3; width: 50%; font-size: 80%;\"><strong>Criminal Associates<\/strong><br \/>\nAndrej Vu\u010di\u0107 is not the only member of Aleksandar\u2019s inner circle associated with organized crime figures. OCCRP and KRIK have <a href=\"\/?p=4364\" target=\"_blank\" rel=\"noopener noreferrer\">revealed meetings Foreign Minister Ivica Da\u010di\u0107 (then interior minister) held with Rodoljub Radulovi\u0107<\/a>, a criminal convicted of international cocaine smuggling. Reporters have also <a href=\"\/?p=8260\" target=\"_blank\" rel=\"noopener noreferrer\">revealed health minister Zlatibor Lon\u010dar\u2019s connections with the Zemun clan<\/a>, narcotics traffickers who assassinated former Serbian Prime Minister Zoran \u0110in\u0111i\u0107 in 2003.<\/div>\n<p>\u201cI saw Zvonko Veselinovi\u0107 only once in my life. I saw him in Kosovo. It was in 2009. I heard that he once attended the same wedding that I did. But I did not see him,\u201d Vu\u010di\u0107 said, insisting that neither he nor his party supports the alleged organized crime boss. When asked about any connection between Veselinovi\u0107 and his brother, the president said he knew nothing, saying he would have to \u201cask him about it.\u201d<\/p>\n<p>Reached by reporters, Veselinovi\u0107 first said he \u201cmay have\u201d met the president\u2019s brother years ago, then denied ever meeting him at all. \u201cI have no contact with that gentleman,\u201d he said. \u201cIf anyone claims to see me with him, they\u2019re lying.\u201d<\/p>\n<p>Andrej Vu\u010di\u0107 could not be reached for comment.<\/p>\n<p><strong>The Grey Eminence<\/strong><\/p>\n<div id=\"attachment_27473\" style=\"width: 404px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin.jpg\" rel=\"prettyphoto\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-27473\" class=\"wp-image-27473\" src=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin.jpg\" alt=\"\" width=\"394\" height=\"265\" srcset=\"https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin.jpg 715w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin-300x201.jpg 300w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin-217x146.jpg 217w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin-50x34.jpg 50w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin-576x387.jpg 576w, https:\/\/www.krik.rs\/wp-content\/uploads\/2019\/04\/Andrej-Vucic-Zrenjanin-112x75.jpg 112w\" sizes=\"(max-width: 394px) 100vw, 394px\" \/><\/a><p id=\"caption-attachment-27473\" class=\"wp-caption-text\">Andrej Vu\u010di\u0107 (right) (Credit: Serbian Progressive Party &#8211; SNS)<\/p><\/div>\n<p>Though President Vu\u010di\u0107 describes his brother as a modest man who works for Serbia\u2019s National Bank and struggles to repay his apartment loan, he is in fact a powerful individual who plays an&nbsp;<a href=\"https:\/\/balkaninsight.com\/2015\/09\/16\/congressmen-warns-us-about-condition-in-serbia-09-15-2015\/\" target=\"_blank\" rel=\"noopener noreferrer\">important role<\/a>&nbsp;in the country\u2019s political life.<\/p>\n<p>Andrej Vu\u010di\u0107 is active in the Serbian Progressive Party (SNS), often visiting its local branches and meeting local leaders. He is often seen in the company of Milo\u0161 Vu\u010devi\u0107, the mayor of Serbia\u2019s second-largest city, Novi Sad.<\/p>\n<p>In a 2015 letter addressed to Joseph Biden, then Vice President of the United States, five members of U.S. congress expressed concern that Andrej Vu\u010di\u0107 and two friends had \u201cconsolidated their influence and interest in energy, telecommunications, infrastructure and all major business in Serbia.\u201d<\/p>\n<p>\u201cHe has the most influential position in the country \u2014 the position of the prime minister\u2019s brother,\u201d said Milan Stamatovic, mayor of the town of \u010cajetina, to the newspaper Danas.<\/p>\n<p>But the clearest indication of Andrej\u2019s influence was provided by Sini\u0161a Mali, Serbia\u2019s minister of finance and one of Vu\u010di\u0107\u2019s closest associates, in a 2014 interview for the Croatian weekly Globus.<\/p>\n<p>In the interview, Mali attributed his appointment as mayor of Belgrade that year to Andrej\u2019s recommendation. \u201cVu\u010di\u0107\u2019s brother Andrej and my younger brother Predrag are best friends,\u201d Mali explained.<\/p>\n<p>He was unequivocal about Andrej\u2019s influence in the political world. \u201cAndrej is Aleksandar\u2019s \u2018grey eminence\u2019 in the SNS, and never appears in public,\u201d Mali said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Stevan Doj\u010dinovi\u0107 and Bojana Pavlovi\u0107 One day four years ago, in a traditional restaurant on Serbia\u2019s Kopaonik mountain, two influential men held a meeting.
