{"id":2660,"date":"2013-07-01T16:37:48","date_gmt":"2013-07-01T14:37:48","guid":{"rendered":"https:\/\/www.krik.rs\/?p=2660"},"modified":"2015-07-17T16:36:46","modified_gmt":"2015-07-17T14:36:46","slug":"serbian-pm-was-warned-of-toncevs-mafia-ties","status":"publish","type":"post","link":"https:\/\/www.krik.rs\/en\/serbian-pm-was-warned-of-toncevs-mafia-ties\/","title":{"rendered":"Serbian PM was Warned of Ton\u010dev\u2019s Mafia Ties"},"content":{"rendered":"<p><em>By Stevan Doj\u010dinovi\u0107 and Bojana Jovanovi\u0107<\/em><\/p>\n<p>Serbian Prime Minister Ivica Da\u010di\u0107\u2019s national security advisor has maintained contact with major organized crime figures since before 2008 when he entered government.<\/p>\n<p>An internal government intelligence report shows that Ivica Toncev\u2019s ties to organized crime were known to the prime minister. Yet, despite that knowledge and warnings from diplomats of several major countries, Toncev gained in power and responsibility.<\/p>\n<p>The Organized Crime and Corruption Reporting Project (OCCRP) was given access to a leaked report titled \u201cInformation on activities and contacts of Ivica Ton\u010dev\u201d dating from mid-2012.<\/p>\n<p>It is not clear why the report was generated or what it was used for. No sources officially verified the authenticity of the report, as is common with intelligence files, but neither would anyone declare it inauthentic. OCCRP collected dozens of company and court records from Austria, Bulgaria and Serbia, and talked with at least 19 sources from politics, law enforcement, diplomacy and the criminal world to confirm details in the report. OCCRP found no provable inaccuracies. Because of the extreme sensitivity of the issue, no source would talk on the record.<\/p>\n<p><strong>Mafia Ties<\/strong><\/p>\n<p>The report paints a picture of Ton\u010dev as having long-time relationships with the underworld in Austria and Serbia.The report said Ton\u010dev met with at least five major organized crime figures mostly during his time as a government official. OCCRP was able to find two additional meetings: one is documented in a photo showing Ton\u010dev and a sixth crime figure and a second is documented in records of an Austrian company Ton\u010dev and a seventh crime figure shared.<\/p>\n<p>Ton\u010dev, in a four-hour conversation with reporters, denied the report\u2019s characterization of him as close to criminals. After escaping from a German jail, \u0160aranovi\u0107 became a casino owner who regularly met with crime figures but OCCRP could find no evidence he was engaged in criminal activities during this time. In 2009 he was gunned down in Belgrade in a mob style hit by a crew of killers carrying automatic weapons.<\/p>\n<p>Ton\u010dev said he sold \u0160aranovi\u0107 a construction company in 2006. Documents show he stayed on as a director of the company resigning only in 2009 well after he became a government advisor. Ton\u010dev said he was not a partner but rather served as director in name only because \u0160aranovi\u0107 needed someone who lived in Vienna to pick up the company\u2019s mail. OCCRP\u00a0filed information requests of the Serbian government asking for basic documents relating to his appointment and no request was ever answered.<\/p>\n<p>The intelligence report said Ton\u010dev also had ties to crime figures Milutin Markovi\u0107, Rodoljub Radulovi\u0107 and Nenad Milenkovi\u0107.<\/p>\n<p><strong>A Questionable Business Partner<\/strong><\/p>\n<p>OCCRP found records in the Austrian business registry showing that Ton\u010dev formed a construction company called O.T.O. in January 1997 in Vienna. Two police sources confirmed this.<\/p>\n<p>\u201cDuring May 2010 there were registered contacts between Ton\u010dev and Milutin Markovi\u0107, called \u2018Puta\u2019, who is engaged in the international distribution of drugs, and has close ties to Dragoslav Kosmajac,\u201d the report states. At that time, Ton\u010dev was the adviser for European integration to Da\u010di\u0107, who was then minister of interior.<\/p>\n<p>Kosmajac is, according to a police report, court testimony, media reports and police sources, alleged to be one of largest cocaine smugglers in Serbia and Western Europe, but OCCRP could find no evidence he has ever been arrested or charged for criminal activity.<\/p>\n<p>According to the 2001 Serbian White Book on organized crime, an internal police document used to track suspected criminals, \u201cKosmajac is tied to drug smuggling groups in South America, from where he ships large amount of cocaine to Europe,\u201d but he also traffics heroin from Turkey, Bulgaria and Macedonia to Europe. He \u201cnever personally comes in contact with drugs or directly with persons who smuggle them,\u201d the report says.<\/p>\n<p>The White Book says Kosmajac allegedly hired Ljubi\u0161a Buha and Du\u0161an Spasojevi\u0107, former leaders of Serbia\u2019s two most powerful crime groups\u2013 the Sur\u010din and Zemun drug gangs. Two former members of the Zemun gang \u2013 Dejan Milenkovi\u0107 Bagzi and Aleksandar Simovi\u0107 \u2013 confirmed in court statements reported in the media that Kosmajac was supplying drugs to the Sur\u010din gang.<\/p>\n<p>Markovi\u0107 left the company he owned with Ton\u010dev in July 2001 and it was shut down by the Austrian court in 2005, according to the business registry.<\/p>\n<p>According to the report, in May of 2010, Kosmajac insisted that Markovi\u0107 travel from Vienna to Belgrade. During his stay in Belgrade, he communicated with Ton\u010dev. Ton\u010dev and Markovi\u0107 also talked in the beginning of April 2010 while Markovi\u0107 was in Vienna.<\/p>\n<p>Ton\u010dev confirmed to reporters that he had a company with Markovi\u0107 but he hasn\u2019t seen him recently and didn\u2019t know he was engaged in criminal activities while they were in business together.<\/p>\n<p>\u201cIf he (Markovi\u0107) was cooperating with Kosmajac, that is his problem\u2026 not mine,\u201d said Ton\u010dev. \u201cWhy does anybody care what I was doing before politics?\u201d<\/p>\n<p>Ton\u010dev said he never committed any crime and denied he meet Markovi\u0107 in Belgrade or Vienna in 2010.<br \/>\n\u201cI declare categorically that I didn\u2019t see him in 2010,\u2019\u2019Ton\u010dev said. \u201cEvil people [from the Serbian Intelligence Agency] who are paid by the state to protect constitutional order &#8211;to protect me and you &#8211;are using lies to destroy someone\u2019s life.\u201d<\/p>\n<p>Ton\u010dev said he is being discredited because he is independent of influence, he is from the south of Serbia and not Belgrade, and because he is ethnically Bulgarian.<\/p>\n<p>\u201cWhy didn\u2019t the (intelligence) structure warn me: &#8220;Mr. Ton\u010dev &#8212; stop seeing those people because they are from the criminal underworld?&#8221;<\/p>\n<p><strong>The \u0160ari\u0107 Connection<\/strong><\/p>\n<p>According to the report, Ton\u010dev met in 2009 with drug lord Radulovi\u0107, an important member of Darko \u0160ari\u0107\u2019s drug gang, who is allegedly engaged in international cocaine trafficking from South America to Europe. In October 2012, Radulovi\u0107 was indicted by the Serbian office of the Prosecution Office for the Fight Against Organized Crime for participating in the delivery of 1.8 tons of cocaine, hidden as soybeans, from South America to Europe in April 2009. He has since disappeared.<\/p>\n<p>The intelligence report shows that Ton\u010dev and Radulovi\u0107 met that same April, the same month the drug laden soybeans were being shipped, in Belgrade\u2019s upscale Hyatt RegencyHotel where Ton\u010dev is a regular visitor.<\/p>\n<p>Radulovi\u0107\u2019s son \u0110or\u0111e and an Italian businessman named Andrea Bartolazzi also attended the meeting.The report states that they discussed \u201cbusiness arrangements worth \u20ac2 million in the area of Surdulica,\u201d Ton\u010dev\u2019s hometown.<\/p>\n<p>The report does not specify what kind of business they discussed.<\/p>\n<p>Bartolazzi and Ton\u010dev both told OCCRP that the meeting was related to the energy business.<\/p>\n<p>Bartolazzi told reporters he is aconsultant in the wind energy business and the men were potential investors. \u201cThey asked me to explain to them regulations and how the business works,\u201dsaid Bartolazzi. He did not remember the names of the people he met.<\/p>\n<p>Ton\u010dev said he didn\u2019t remember how Radulovi\u0107 contacted him \u2013 directly on his phone or through government \u2013 but that he only met him that once.<\/p>\n<p>He said he didn\u2019t know Radulovi\u0107 was engaged in drugs and neither was he interested. \u201cI will meet with anybody who wants to invest in Serbia, with anybody.\u201d<\/p>\n<p>Ton\u010dev said the meeting was short because he was not the right person to talk to. \u201cI told them to speak with the [energy] minister. \u2026 And then I stayed five more minutes for coffee with them, as a courtesy.\u201d<\/p>\n<p>Prime Minister Da\u010di\u0107 publicly said at a press conference in February that he met Radulovi\u0107 during November and December 2008, while he was minister of interior, but like Ton\u010dev, he said he didn\u2019t know Radulovi\u0107 was a criminal.<br \/>\nTon\u010dev said he believed the Serbian Intelligence Agency obtained a video of the meeting from the hotel. He was picked up in Bulgaria in July 2003 and extradited to Serbia in the next year but was never charged.<\/p>\n<p>The report states that Ton\u010dev and Milenkovi\u0107 have been friends for many years and were meeting regularly in Belgrade and Surdulica including visits to each other\u2019s homes. A police source confirmed their relationship to OCCRP.<\/p>\n<p>Ton\u010dev, however, said Milenkovi\u0107 was an acquaintance from his home town and not a friend.<\/p>\n<p>\u201cI know him from Surdulica, and not Belgrade,\u201d said Ton\u010dev. \u201cIn Surdulica, there is nobody who does not know me. \u2026 It\u2019s a small place. But I never sat with Milenkovi\u0107.\u201d<\/p>\n<p>OCCRP could not confirm other parts of the intelligence report that Ton\u010dev met or had contacts with other well-known criminals.<\/p>\n<p><strong>Celebrity Mafia<\/strong><\/p>\n<p>OCCRP reporters obtained a photograph of crime figure Boris Petkov with his arm around a young Ton\u010dev. Petkov, known as the &#8221;Bulgarian&#8221;, was one of most well-known criminals in Serbia and was born in the area surrounding Ton\u010dev&#8217;s hometown.<\/p>\n<p>According to the Serbian police\u2019s white book, Petkov was amajor smuggler of heroin from Turkey and Bulgaria to the EU and had close ties to several crime groups.<\/p>\n<p>Petkov was one of Serbia\u2019s first celebrity mafia figures appearing regularly in the press. At one point he gave an interview to the documentary program &#8221;See You in the Obituary&#8221; where he bragged that he was one of the first from his generation who was \u201cshooting\u201d.<\/p>\n<p>According to media, he was sentenced to five years in prison for his role in the murder of a criminal adversary. He died in 2002.<\/p>\n<p>Ton\u010dev said the photo was taken while he was still a teenager, before he moved to Austria.He said he knew Petkov from his home town.<\/p>\n<p>\u201cIn the 90s (in Serbia) everybody was a major criminal,\u201d said Ton\u010dev.\u201cIt is just one photo with him. Ton\u010dev denied the threats and said \u0106iri\u0107 misunderstood him.<\/p>\n<p>\u201cMaybe I raised my voice or something, but it was not a threat. \u2026 Who was I to threaten him?\u2019\u2019 Ton\u010dev said.<\/p>\n<p>American and Russian embassy officials expressed their concern about Ton\u010dev holding such an important position. Other European embassies including the French, German and English expressed similar concerns. Da\u010di\u0107 seems to have ignored them. At the time of this story, Da\u010di\u0107 had not returned messages seeking comment.<\/p>\n<div style=\"padding:20px; margin-left: 10px; margin-top: 10px; margin-bottom: 10px; float: right; background-color: #d3d3d3; width: 50%; font-size: 80%;\"><strong>Why OCCRP published the report?<\/strong><br \/>\nOCCRP was given access to the report earlier this year. OCCRP\u2019s policy is normally not to publish files with intelligence information unless there is a compelling public interest to do so. The fact that a high member of the Serbian government was involved, according to an intelligence report, in organized crime seemed to editors to meet this test.OCCRP set out to substantiate every claim in the report. Reporters talked to a number of high level government agencies who were in a position to know and many verified the information in the report. We talked to law enforcement, business people, members of the public and a number of crime figures. We verified every fact possible through public records. We found no information that could be proven to be inaccurate. Anything in the report that could not be verified was left out of this story. There were many other less significant allegations in the report and information of a personal nature. OCCRP is not publishing that information.<\/div>\n<p>Da\u010di\u0107 also was warned by several diplomats about Ton\u010dev\u2019s criminal connections before he appointed him to his staff a second time after the 2012 election, according to the report and confirmed by several sources.<\/p>\n<p>Ton\u010dev said he never heard this complaint, except from then Russian ambassador Aleksandar Konuzin. Ton\u010dev said Russian opposition stemmed from his help to workers who were protesting against a Serbian company privatized by Russian owners.<\/p>\n<p>Ton\u010dev disagrees about whether he plays an important role in government and Da\u010di\u0107\u2019s Socialist Party of Serbia where, according to the party\u2019s website, he is in charge of party finances. The position is important in Serbian politics because it controls who funds the party and has influence over it. He is also vice president of Red Star football club, one of the major teams in Serbia.<\/p>\n<p>Ton\u010dev said he never took over the finances despite what is written on the website because the finance committee was never formed. He also said he has no influence over the police and secret service and does not have access to sensitive information of interest to the mafia.<\/p>\n<p>\u201cEverybody thinks I am the person who is in charge.
